The BAC plays a central role in the entire procurement process. The BAC is responsible for determining the appropriate method of procurement based on the project requirements and budget.

One of its core functions is to manage the bidding process. This includes advertising procurement opportunities, issuing bid documents, conducting pre-bid conferences, and ensuring that all interested suppliers or contractors have a fair opportunity to participate. The BAC also oversees the opening of bids in a transparent manner and evaluates them based on pre-set criteria, including legal, technical, and financial requirements.

After thorough evaluation, the BAC recommends the winning bidder to the head of the procuring entity. It also conducts post-qualification checks to verify the authenticity of the documents submitted. Once validated, the BAC facilitates the awarding of the contract.
