Romblon State University (RSU), the Rotary Club of Manila Binondo Prime, and the Technical Education and Skills Development Authority (TESDA) joined forces to equip 24 solo parents with practical food safety, preparation, and handling skills as part of the Parent Care component of Project PAG-IBIG (Parents Access to Growth through Inclusive, Balanced, and Innovative Guidance).

The training forms part of RSU’s continuing efforts to move Project PAG-IBIG beyond child care by providing parents with skills and livelihood opportunities designed to strengthen their capacity to support their families.

TESDA facilitated the skills training with Melanis Baldea, Assistant Professor I; Anna Christina C. Martinez, MAEd, Vocational School Administrator II; and Joseph Coching, TESD Specialist II and Acting PTC Administrator, providing technical guidance to the participants.

The training introduced the parents to proper food safety practices, food preparation and handling, personal hygiene, and other competencies relevant to food and beverage preparation and services.

Members of the Rotary Club of Manila Binondo Prime complemented the technical training by providing aprons and hair caps to the participants.

The Rotarians also demonstrated the proper use and wearing of the food safety items, reinforcing the importance of personal hygiene and appropriate protective clothing during food preparation.

RSU President Dr. Merian P. Catajay-Mani explained that the training represents an important part of the Parent Care initiatives under Project PAG-IBIG.

President Mani said the food-related training also supports RSU’s plan to establish a university canteen linked with Project PAG-IBIG.

Rather than treating the canteen solely as a food service facility, RSU intends to provide trained solo parents with an opportunity to apply their newly acquired competencies and develop a sustainable source of livelihood.

The initiative follows the two-generation approach adopted by the RSU Family Empowerment Center, which links support for children with interventions designed to strengthen parents’ capacity, resilience, livelihood readiness, and participation in productive activities.

President Mani also shared that once the participating parents complete the necessary training and preparation, the seed funding pledged by the Department of Social Welfare and Development (DSWD) is envisioned to serve as starting capital for their livelihood venture at the university canteen.

The training reflects the Parent Care direction of the Family Empowerment Center, which includes livelihood orientation, entrepreneurship awareness, financial literacy, mentoring, skills-oriented workshops, and other capacity-building opportunities for parents.

President Mani expressed her gratitude to TESDA, under the leadership of Provincial Director Atty. Glenn Niño M. Sartillo, for supporting RSU in developing relevant competencies among the participating solo parents.

She likewise thanked the Rotary Club of Manila Binondo Prime for extending its support from the children of Project PAG-IBIG to their parents. The partnership provides opportunities for Rotary members and partners to support family-strengthening, livelihood orientation, mentoring, resource mobilization, and related activities under the Parent Care pillar.

The activity builds on the growing collaboration among RSU, government agencies, civic organizations, and community partners in developing an integrated support system for children and their families. By connecting child development, parent training, livelihood preparation, and access to startup support, Project PAG-IBIG seeks to help families move toward greater economic independence.

With coordinated support from TESDA, DSWD, the Rotary Club of Manila Binondo Prime, and other partners, RSU continues to fulfill the promise at the heart of Project PAG-IBIG: empowering families and transforming communities.
