Romblon State University (RSU) reaffirmed its commitment to transparency, accountability, and strengthened institutional partnerships as it convened a Dialogue Session with Suppliers and Contractors on May 21, 2026, at the Function Hall, Administration Building.
The hybrid activity gathered University top officials, institutional partners, suppliers, and contractors for a collaborative discussion aimed at enhancing procurement processes, addressing operational concerns, and strengthening working relationships between the University and its external stakeholders.The dialogue was spearheaded by the Supply and Property Management Office (SPMO) in partnership with the University Bids and Awards Committee (BAC).
In his opening remarks, Dr. Mark G. Calimbo, Chairperson of the BAC, emphasized the importance of open communication and shared responsibility in ensuring efficient, transparent, and lawful procurement practices within the University.
The program formally welcomed participants through the acknowledgement remarks delivered by Ms. Cheryl M. Maulion, Head of the Supply and Property Management Office, where she recognized the valuable role of suppliers and contractors as partners in the University’s continuous development and operational efficiency.
Delivering her message during the activity, Prof. Merian P. Catajay-Mani, Ed.D., CESE, University President, underscored the significance of maintaining transparency and professionalism in every procurement and infrastructure undertaking of the institution.

A major highlight of the session was the presentation and orientation on Republic Act No. 12009 or the New Government Procurement Act. Mr. Kim Kenneth G. Martos, Member of the Ad hoc BAC Secretariat, provided participants with a concise overview of the updated procurement law, including its implications for suppliers, contractors, and government agencies.
Meanwhile, Ms. Elaizel I. Fornal, Deputy Head of the Ad hoc BAC Secretariat, discussed the Philippine Bidding Documents, guiding participants through essential procedures, requirements, and compliance standards necessary in government procurement transactions.
To further improve procurement and operational processes, various University offices also presented observations and recommendations based on their respective areas of concern.
For the Bids and Awards Committee, Dr. Mark G. Calimbo presented procurement-related observations and emphasized the importance of timely compliance with documentary requirements and adherence to procurement guidelines.
Ms. Cheryl M. Maulion shared observations from the Supply and Property Management Office, particularly on inventory coordination, delivery schedules, and documentation processes.
On infrastructure concerns, Engr. Jennifer L. Galoso, Director of the Infrastructure Project and Management Office (IPMO), alongside Engr Earl Francis Lachica representing Mr. Zaldy F. Montoya, Head of the Facilities and Infrastructure Auxiliary Management Office (FIAMO), discussed matters related to project implementation, timelines, quality standards, and coordination mechanisms for infrastructure-related transactions.
Representatives from the Accounting and Cashiering Offices likewise provided updates and reminders regarding billing and collection procedures. Ms. Lotlot A. Sabigan, Accountant III, and Ms. Francis D. Rafael, Administrative Officer III, discussed proper documentation, payment processing timelines, and financial compliance requirements.
