Term Duration: 2005 to December 2011 He steered the direction of the College to an almost complete turn under his Ten-Point Agenda capsulized into the phrase “RSC Pushing Aggressively for Excellence”. All administrative and academic efforts were driven by an intense hunger for excellence and an extreme thirst for attention in order the region would recognize the promising potential of an institution in silence.His Administration offered scholarships to faculty members who were willing to advance their education in their respective fields of specialization. The College was also able to avail of CHED scholarships sending faculty members for their material and doctoral studies in well-known and prestigious universities in the country. It established consortium for the offering of Doctoral and Masteral courses with the Philippine Normal University and Batangas State University.Seven academic programs where accredited by AACCUP to Level 1 status, two from Teacher Education and five from Engineering.Aside from its institutional achievements, it scored major accomplishments like the acquisition of 83 hectares of land at Agpudlos, San Andres, Romblon for the expansion of the College, improvement of the school facilities like the RSU Gymnasium and the construction of the IT Building. |

It was also during her time when other tertiary education institutions in the province were integrated into the Rom.
